That

Lord Knutsford laid down in Despatch No. 293 hich of 28th November, 1001, the conditions upon Cadet should have a preferential claim to be appointed a Police Magistrate, They are either that he be a Barrister or that he pass a local examination in certain text bocks of law. examination is the one referred to in G.0. 15 (12) at mage 156 of Civil Service List. There is a similar qualifying examination for legal appoint- ments in the Straits Settlements. That is the examination, Mr Irving informs me, referred to in the statement of his service in the Straits which I attach.

Therefor. Mr Irving may be regarded as quali- fied. It will be seen that he has had some expe- rience as a Magistrate at the Mines where he filled

Hia whole service in the appointment of Wardon. thia Colony has been as Inspector of Schools and Acting Registrar General. I have had no opportunity of judging of his capacity in a legal appointment.

Mr Hallifax has not passed the examination, which was instituted after he had become a Passed
